The further complication here is that you want to run it on a fat32-formatted drive that, by default, does not support linux file permissions. Your initial question was in regards to running eclipse without installing it. There is a way to work around this and it is to set all files on the drive as executable. In a nutshell, fat32 does not support linux file permissions, which is why you can't set the file executable.
